The Honolulu City Council invites you, as leaders of your counties and communities, to reconnect with each other at the 2024 Hawai‘i State Association of Counties Annual Conference. The conference theme is Leading with ALOHA and will take place from September 17 – 20, 2024 at the beautiful Kāhala Hotel on O‘ahu, Kona Moku. Join us as we celebrate the strength that comes from joining hearts and hands to tackle the toughest state and county issues together. In addition to reconnecting with your colleagues across islands, come learn from speakers and experts in their field, and join lively topical breakout sessions. The conference will also feature an elevated huakaʻi experience, and special events to illustrate how ALOHA and our culture can become the cornerstone for economic growth. One of the many enriching activities we are excited to offer attendees for this year’s conference is an “ELEVATED HUAKA’I” experience. “Huaka’i” is a word in Olelo Hawaiʻi that can translate to “trip”, “journey”, “voyage, or “travel.” We hope that participants in this exclusive, one time experience can come to see Oʻahu in a new light and elevate perceptions of our beautiful county by participating in one of the four unique options for Huakaʻi we have to offer:

OPTION #1: TOUR DE TRASH

Hosted: Councilmember Tulba, Honolulu District 9 & Department of Environmental Services

Executive Description: Tour de Trash offers government officials a firsthand understanding of the City and County of Honolulu’s Municipal Solid Waste (MSW) management and the sustainable practices integrated by local businesses. This tour provides an in-depth look at crucial waste management processes, including source reduction, recycling, waste-to-energy, and landfill diversion. By raising awareness among policymakers, we aim to support informed decision-making that can enhance future waste management initiatives.

OPTION #2: ADAPTIVE REUSE

Hosted: Councilmember Dos Santos-Tam, Honolulu District 6 

Executive Description: This tour aims to demonstrate successful adaptive reuse projects in Honolulu's urban core, highlighting the challenges encountered during the redevelopment process and showcasing policies that facilitate these developments. Officials will understand how these projects contribute to urban revitalization, affordable housing, and community development.

OPTION #3: DES ZOO TOUR

Hosted: DES Director Dita Holifield and Deputy Director Tracy Kubota 

Executive Description: Recently ranked by USA Today as the 4th best zoo in the United States, the Honolulu Zoo originated in a King’s grant of royal lands to the people, gifted in 1876 by  King David Kalākaua to the people of Hawai‘i. This tour will be guided by zoo staff and include the role of the zoo and its conservation efforts, programs and partnerships that allow native species to thrive, the evolution and modernization of exhibits, breeding and species survival programs, and a visit to the new concession for a refreshing treat.

OPTION #4: ELECTRIFIED TRANSPORTATION - EBUS TO SKYLINE

Hosted: Department of Transportation Services  

Executive Description: This tour aims to showcase various electrified modes of public transportation. It includes a ride on a city electric bus, a tour of the infrastructure and maintenance facility, and a trip on Honolulu's Skyline from Hālawa to Kualakaʻi East Kapolei. Guests will learn about the benefits and challenges of modernizing and electrifying a bus fleet, as well as the operations of the Skyline and last-mile design and transportation services.
